Budionnniy, a consultant for communication issues at the Office of the USSR Minister of Defense (1984 – 1987)

Abstract

This article proposes an unconventional approach to the problem of optimal allocation of scarce resources for the creation, usage and disposal of objects of different nature. Rules for the disclosure of the object’s capacity specific structure needed for the calculation of its potential and optimal allocation of resources between its characteristic elements are formulated.
