Kuznetsov Pobisk Georgievich (1924 – 2000), Soviet and Russian scientist-encyclopedist, Marxist thinker and ideological heir of Russian cosmism, specialist in network planning and management systems, mathematician, chemist, theorist of physical economy, candidate of chemical sciences
Abstract
This article is a reprint of material published in a strictly limited-number edition of the Institute of Philosophy and Law of the Academy of Sciences of the Latvian SSR, “Problems of Comprehensive Planning of Crime Prevention” (Riga: Zinane, 1983, pp. 55-59), which “fell out” of scientific circulation for more than 40 years. In the article, Pobisk Georgievich addresses a rather atypical topic for him (prevention of crime among young people) and builds his position on a solid foundation of ideas and methods of target planning, developed and tested by him back in the 1960s. The material is published without changes but supplemented with a list of sources.
